Allow anonymous upload checkbox behaves oddly

An additional issue is that the “allow anonymous uploads” checkbox is disabled even when the public project radio button is selected. I’m guessing this is because free accounts aren’t allowed space, therefore aren’t allowed uploads, but this isn’t explained anywhere on the form so it seems like it just isn’t working.

Rethought layout of these fields, merged with privacy settings. Now offering three privacy settings – public with attachments, public with invite-only attachments, and full private.
