help links don't function consistently

When posting a new bug…
If you click on the “Things to think about when reporting a bug” link it displays a panel with a black heading, and an option to hide it again which works fine. Clicking the same link again doesn’t hide it, but causes it to flicker.
The textile help link behaves as expected, toggling show/hide.
PC – Firefox 1.0.7
sidenote: Maybe the text in the link should change to “hide” or “close” when displaying the panel.

Well, I’ll move them all to the standard markup format and we can look at the styles from there.
