I’d say the poster. I’ve been into tickets countless times to check if there was anything new. It’s not always easy to remember the exact comment you left, so sometimes I just don’t know and the only way to check is to go into the ticket.
Also, the comment can’t really be read, just the first few words, which sometimes doesn’t make any sense at all. So it’s a little useless data, maybe?
